The Price of Food

We want to get 2nd Cycle changes in place and then just address bugs if there are any, and other changes go at least to 4th scenario, or more likely, 3rd Cycle. 

In Fall of Rome, we had dynamic market pricing.  Of course there, we had "supplies" instead of "food", so more orders required supplies.  But each turn the exchange rate would change to reflect the market, and some FoR veterans might testify that the overall ratio was closer to 1 to 1 by the midgame.
