Pirates

Pirates or Underworld will be the Chosen for this spot.

Like the Underworld, the Pirates are spread out, but in a special way. The pirates start with a controlled coastal PC on the shore of all 4 seas, and at least 1 fleet in each sea. Their fleets are among, if not the, best.

They start with Avalon in their control and as their capital. Good and bad - get those resources and strategic position, but everyone knows where you are. Of course, if you are there, the Underworld is not in the game.

Their sea patrols are at least 20 points more effective at interdicting. So if normal chance was 70%, they have a 90% chance of interdicting.

They have Evasion at sea.

Their regional reaction is Suspicious everywhere. They have lots of starting gold, like the Red Dragon did.

They have a special HP-like order through their ships to discover all sea based PC's and their owners in a sea where they have at least one fleet.

Sounds cool, when you floated the name Pirates I wondered how they could be that interesting. But it's a great way to make the seas more relevant in the game for one thing. I would be interested in playing them.

Seems like they would have a middling court, poor magic but good agent potential?

Maybe they could hire mercenary brigades? In game parlance this could be the ability to recruit already trained veterans for the combined cost of recruiting and training. Limit 1 per turn.

Sounds very cool. Perhaps they could have a special order like "boarding" which allows them to capture enemy fleets or "pillaging" which gains them 5K gold for each sunk ship?

Maybe there should be an order where you sea patrol only 3-4 squares but will have 90% chance of interception.  This could be used to defend pop centers at sea.
