Reinforcements

If I have inactive 2DW at my capitol along with an active 4DW patrol the reinforcements will be added to the active patrol correct?

I think it would be added to the lower number brigade even if it's inactive, but I am uncertain.

So if I had an active brigade as 4DW it would go there. (But not the patrol)

But in this case it will go into the inactive 2DW thereby preventing me from doing a 702 order on turn 10 because all my slots will be full.

Is it possible to combine the patrol with an inactive group on turn 9 in order to fix this problem? Changing from 4DW into 2DW?

You could do a 702 + 740 to convert the 4DW to 2DW and leave 4DW inactive after reinforcements arrive.
