I am neither laughing nor crying, as I'm playing whack-a-mole with all of you guys. I think the answer is somewhere in the middle. I would rather have fear than forged weapons, but only because of that nasty multiplier, which I think is closer to what Garth is suggesting. I took two kingdoms without fear in our new confeds game to test this theory, likely to my detriment.
Based purely on the voices in my head, I normally take forged armor first as that is the one I think is more useful if you have to deploy before you can get both... but that's just that I think having troops hang around longer at slightly lower value offensively is a better choice. Again, not based on anything empirical.
I don't predict a whole lot of legendary castles going up in a confed game, I think you'll be fine there. But I agree about armor first, then weapons later only if you have the time and money. And I know you're not crying, I don't think we can stop the Halfling victory, I just said crying because he said laughing
