It's another incentive to have a hidden capitol then, less risk in taking prisoners.
Actually might not be good for a hidden capital as a locate character would reveal the location.
In Maelstrom the prisoners do not have to be at the capital and a PC Improvement is Dungeons. Also, Escape is harder and Rescue more important, and the prohibition on executing prisoners that are not declared enemies unless the kingdom has the Killers trait. Assassinating is only done with Fanatics unless the kingdom is Killers.
Status points generally are something measured at the end of status point turns - a point in time - not accumulated in mid-turn.
