New ESO rules

Ok thanks, my opponent says it is there so i was getting sorely perplexed trying to find it.

As a dispersed Kingdom I get +2 points toward ESO. In order to pursue a Major do I still need to select 5 points in order #991 and then just have to complete 3 points worth? Or do I just select 3 points and even though it says Minor I will still get the major rewards if I hit them?

you need to select 5 points but only need to succeed in 3 of them.

In the rules it states that most things will go to your capital but stuff that goes to groups will go to your 1st group. It does not say that your 1st group has to be at the capital though.

Can anyone tell me if the 1st has to be at the capital?

Says right here from October that any ESO rewards will go to 1st group and then 2nd group if not enough room.
