High Council vacancies - Windstar - 01-05-2021
In game 5512, there are two open slots for membership on the High Council.
If two kingdoms (or more) bid for this issue, will they both get one? Or is it one at a time?

The high bidder gets a seat and there will be 1 open seat the next turn. Only one seat fills in a given turn. just like when the game is starting up.
