I would agree balance at the top is very good.   It is that 12th pick that scares people.

Yes, and I'm thinking that has more to do with geography than the kingdom. 

Maybe if 11 and 12 were reserved for the two dispersed, how would that change things? Maybe swings it too far back to the top two picks?
