is there an updated resource for sea power increase. I don't see where in the rules it ask for pop center and adj sea.

when you issue sea patrol order it ask for areas? is that where they will focus on>?

Patrol question is yes unless you are the PI and you leave them blank, he patrols the whole sea.

No, the only way to destroy an elite ship is with an agent sabotage.

Order 975 to get the name of the elite ship, then order 935 to sabotage it.

any speacil order to protect it? agents on counter/sea will that reduce the chance?

also, whats the max you can get sea power to without any new buildings. and what cost

Agent on counter either that sea or a pop center in that sea will also cover the sea to protect it.

Max sea power is relevant to customizations also, be more specific. starting navy is max in a sea at level lvl13, higher with beginning customization. But without a port max you can build is 13 with a port 16.
